He was able to to roll snowballs and propel them lightening fast, rat-a-tat-tat-tat at his enemies. This concept was stolen by the movie "Elf," which Jack Frost predats by 6 years. There is no logical explanation for the Snowman's ability to do this, other than his being made of snow. That would be like a human character who could roll balls of blood and skin and launch them at his enemies at high speeds. Of course, there is no also logical explanation for the resurrection of a dead man in the form of a snowman, which the film also asks us to accept.
Jack Frost is possibly a re-imagining of the Matthew Modine movie "Fluke," in which a dead man is resurrected in the form of a dog. There is also a boy in that one and raging pederastic overtones. The studio execs probably decided "Fluke" was a bomb because of Modine's box office poison status, and gave the green light to the Michael Keaton/Snowman relaunch.
They overlooked the obvious: that it was a hideously unappealing idea for a film. I hate "Jack Frost." And I hate "Fluke." And I'm glad Matthew Modine's and Michael Keaton's careers melted.
